i7 6700k Running Extremely Hot

My 6700k is running extremely hot with a water cooler. It currently hits 75°C with a H100i V2 running at stock speeds. The temperatures spike even with the slightest load. The reported voltage is 1.296V. I have tried remounting the cooler, changing it from pull to push, etc. but nothing seems to bring it down. I don't know if it I got a really, really bad CPU or if there is anything wrong with the cooler. At this point, I don't know what to do and would like some help.

I know this isn't an ideal solution but try changing out the cooler. Even on air it should be way cooler than that at stock. It sounds like a cooler problem to me. Because I have a H115i and just changing from pull to push in mine raised the temp about 8C.

My radiator is a bit bigger but I'm running my 6700k at 4.6GHz, set to push (non-recommended way), fans set to silent mode (about 1000rpm) and mine tops out about 55C. I could easily bring that down to 40C though, i'm barely trying with it. Your temps are entirely too high.
