need urgent help with drivers on windows 7 home please

So recently i built my pc and used my old hard drive (as well as a new one) which had windows 7 on it and i do not have a dvd rom. I then booted up my new pc and my to find that i had no way to connect to the network and non of my usbs would work even the 2.0's but my keyboard and mouse would. i cant do anything and need help on what to do in order to download these drivers. my new hard drive wouldn't work as well, i dont know if that has anything to do with drivers as well. my mother board is also gigabyte B250M-DS3H if you need that info. thank you in advance

Can you post your CPU model number and the OS you plan on using?

Operating System supported by that motherboard:

1.Windows 10 64-bit (for 7th Generation Intel Processors)

2.Windows 10 64-bit / Windows 8.1 64-bit / Windows 7 32-bit / 64-bits (for 6th Generation Intel Processors)
* Please download the "Windows USB Installation Tool" from GIGABYTE's website and install it before installing Windows 7.

So just to clarify (sorry just making sure I'm doing this correctly) I will need to wipe my old hdd clean and then install the drivers (have some on a flash drive already) Afterwards I download my os? But would that work since even right now none of the ubs work?

But how am supposed to do this without any of the usbs working, network, or CD-ROM, I understand that I need to install but how am confused on how to do so without these things. I'm not understanding sorry if u have explaining it, I'm just not understanding. Sorry if I am being a bother just trying to wrap my head around this
 
USB ports work from BIOS, no need to have OS for them to work. You need to have bootable USB or CD/DVD drive with windows installation. After inserting that you go to BIOS and make that device to be first to boot off. Than it will install windows on the HDD.

Alright will try that when I get the time, so even if the usbs don't work right now the should work when I am trying to install the new os (after wiping the hard drive clean)?
