What the fastest processor I can put in this board? Would like to upgrade or top it out.
L-IQ45 (Lenovo Thinkcentre M58p 6209) (MTQ45MK)

Currently have:
Intel Core 2 Duo E7600 3.06 GHz

The stock heatsink for an Intel Q9550 would be more than adequate and I think buying an aftermarket cooler for the dated system would give you negative return on investments especially since your not going to be able to overclock that chip on your current motherboard. While you might be able to slap on a fan on the front, it' might be a good idea to not drop too much on that platform unless it's a form of a restoration/showcase project.

You might also want to make sure your BIOS is up to date.

It's not just the clock speed or the core count but also the number of MB's of cache to get the job done. As it stands the Q9550 has 12MB of L2 cache.

The LGA775 platform. The absolute maximum processor you can drop into it, provided there are no limitations with BIOS is the Intel Q9550 or a step above that, the Intel QX9650 however they will be running at stock frequencies since the board you're working with has no overclocking features.

Ok, so Noob<-- here. lol Quad Core does more operations than Duo, Dual Core, so the 2.83 GHz of that cpu is faster than the 3.06 correct? Think I'll need more fans or a cooling system?

Thanks Buddy, I really appreciate your advice and input. Agreed: "not a good idea to not drop too much on that platform." "bios" I will. Thanks again!

Found this (Q9550) for a very reasonable price, if anyone else is interested:
