As I'm planning to buy a used ram ddr3 , I have an offer for g skill rip jaw model.
Module is F3-12800cld9d-8gbxl
Ddr3-1600 pc3-12800 4gbx2
Damp cl9-9-9-24 1.5v
2011 oct

Now the issue I'm facing I can physical check but I can do it online before he ship.

Ram looks okay but the gold fin seems it have being used quite a bit.

If you can check this website you will see the picture of it.

Considering this pictures, should I buy from him. As he is saying everything goods. Before I agree and then he will show it online of it working.

Solution
The heat dissipation fins on the RAM are just metal shells, they have no impact on how the RAM works. The "gold fin" are the contact leads for the stick, these literally are gold plated. I believe that you are talking about the scrape lines on the individual contacts, this is normal for used RAM. The RAM slot on the mobo does this when the RAM is removed, I see nothing of concern. Get him to do a mem test and show you the results.
