HDD causing FPS drops?

Is it possible that my HDD 7200RPM is causing FPS drops in games like watch dogs 2 or just cause 3?
If i play watch dogs 2 for example, i only get FPS drops when my HDD hits 100% if it goes back to like 50% the game runs just fine.
I have an i5 4460 and a 1070
what drive do you suggest just for gaming?

HDDs don't influence the frame rates. You only get increased load times with HDDs.

What are your other specs? How much RAM do you have. By drop in FPS, how much decrease in performance do you mean? What is your normal FPS. How much does it drop?
