Looking to fix the 20-24fps Nvidia bug

Hi,
I don't know how many of you have experienced this, but at random times I'll launch a game and the fps will be capped at 24. The only solution to fix this (to my knowledge) is to restart the PC. This seems to be unrelated to the driver version because I've had it for years and I always update the gpu drivers when a new one is released. There also seems to be a link with putting the PC to sleep and this bug being triggered.

This has happened only while I've had a 970 and a 144 refresh rate monitor. On the other forum the person was using a GTX 1080.
So Nvidia GPU's 970 and 1080, both 144 monitors, both getting a 24fps cap after awakening a PC from sleep.
Its almost like the dedicated cards don't wake from the sleep and the PC is just using the integrated intel GPU.
Any ideas?

*Update*
I've actually just restarted the PC after this bug and it still has the cap, I've had this before where it will hang around for a few restarts and then suddenly goes. It could actually be driver related, some drivers don't trigger this and some make it happen constantly. It can not happen for months and then show up and happen daily.

I sent them a support ticket a few minutes ago, there also seems to be a link with having G-sync windowed mode enabled. Disabled that, reinstalled the GPU driver and the issue is gone.
