I have 400W PSU and I want to buy GTX 1060, but I'm not sure if my PSU meets the Amp requirements. It says requirements are 400W and 20 Amp. And I admit I don't understand that.

Yes it can the HEXA has the proper PCIE connection and enough power
A GeForce GTX 1060 needs 20 amps on the 12v+ rail and at least a 400w PSU , USUALLY needs an additional 6 pin PCIE.
