Well, a while back I bought an HP Compaq 8200 Elite and bought a replacement GPU (radeon hd 7970) and PSU. I didn't do my research though and found out that the motherboard in the 8200 doesn't have the same connections of the PSU that I got, or any other except the one it comes with. So right now I'm running a dual PSU system. The PSU I bought is connected to the GPU and the default PSU is running the rest of the system. Anyways, I want to take everything and throw it together in a new case and leave all that mess behind me.

Wow, I just checked prices of used boards on eBay. They are insane for tech so old. New prices are even worse if you can find something in stock.
Here is a new Gigabyte board which is fairly decent. At least it is the cheapest non-ITX I've found.

A new or used motherboard will mean you will also need a new Windows license. As OEM is not transferable.
Honestly, at this point. You may be better off selling the old computer for $175 to $200. Keeping the newer PSU, Radeon HD 7970 and any extra hard drives. Just leaving the boot drive.
Since you are already buying a new case. You would just need a new CPU, RAM, Motherboard and Hard drive (if you don't have spares). So the $200 you budgeted plus the $175 to $200 you sell the old system for should pretty much pay for the upgraded parts.

By the way Rosewill cases are usually pretty cheap quality. At that price I'd stick with NZXT, INWIN, Corsair or Phanteks. There are other good brands. Those are the ones I can think of off the top of my head.
