"Broken" CPUs; is repair possible?

I found a good deal on an i7-3770k (probably the best CPU my motherboard supports). However, it is described as "not working" (no post, etc). Is it worth getting non-working CPUs for cheap, or is it a waste of money?

well if its not working, what do you plan do with it? If you want to drill a hole and have it as a keychain, than it's probably not worth it. If it's busted, it's not worth it either.
