Network adapter, or Modem/Router Problem? I'm stumped...

I have been stuck on this issue for days, thinking of everything and nothing has seemed to answer anything for me...

On a usual basis, i stream and screw around with video/music software. Every night i go on Curse to go on voice chat call while playing a game on stream. A few days ago, however, I can't seem to get internet access through Steam and Curse. Steam cant connect and forces me to go offline, while Curse doesn't make a call without it continuously ringing on the other users end. I can still surf the web just fine, download stuff. Someone may have messed with the router and put some controls on it? Any sort of VPN wont connect, I've tried to change my IP, spoof my MAC Address, i may have incorrectly done it though. I go on my phone's hotspot, everything works just fine, just not the same though.

So i tried to switch Wireless Connections in the house, All of them except for the current one (with issues?) and my hotspot, do not connect. Failed to connect to this network, is what it says i believe. I've uninstalled my Wireless Adapters Drivers and re-installed it, nothing. Im stumped, and really need some help on this one. Thanks in advance!

tl;dr: Seems only Steam and Curse do not want to properly connect to internet. It will connect fine on my phones hotspot. i can't connect to another wireless network besides these two.

Who controls the router on your network?

Best to talk with that person....

Most of what you have attempted to do seems to have the objective of bypassing some control measure(s).
