I'd opt for Austin's build over the 2600 + 290X, simply due to the upgrade path, but I'd make some changes.

A better quality PSU (the 430W isn't too great). The 450B is a little better, but I'd prefer an S12II 520W or a CX450..... they're a little pricey today though.

I was actually looking at making similar upgrades to that. Thank you for laying it all out for me! And could this handle most games at 1080p at around 60 fps?
It should. Maybe not on high/ultra for some titles, and may dip a bit below 60FPS is really CPU intensive titles, but it should be a strong performer for the cost.
