Computer has no display, turns on at PSU, Power Switch does not turn PC off.

I'm having the title issue with the computer. Went to work for 24 hours, came home and my computer seemingly would not boot. PC would turn on at the PSU, power switch on the case does not turn off the computer. Computer is plugged into a power strip and we had a large storm the day I was working. On flipping the PSU on, computer turned on all fans and LEDs in the case.
1)Reset CMOS via Jumper and removing the battery, fixed issue with powering on after turning on the PSU
2) Assumed PSU was at fault, borrowed a known working PSU and a different monitor.
3) Checked standoffs and for frayed cables
4) Removed all RAM, reseated a single stick of 8 in the appropriate slot.
5) Checked the wiring for the front of the case, just in case my dogs flipped stuff on me.
6) reseated everything except the CPU and the motherboard

Ultra 650 ATX PSU is what I've borrowed
ASROCK 980DE3 Mobo
Geforce GTX 1050 TI
AMD 4 GHz FX-8370
Currently have a single stick of 8 GB DDR3 for RAM

I don't have a system speaker, unable to get one for 3 days. I'm currently starting the breadboard process.
