PC turning on, no beep, no video, no POST

SPECS
Motherboard: Biostar TA970
CPU: Used to be an FX 4300, But this problem started with it and I now have an fx 8300 that I really want to make use of.
GPU: RX 460 4GB

My PC is failing to post, but light turn on, fans turn on, but there is no beep, like there usually is, and there's no video output to my monitor. I'm really sad about this, because I just got a new fx 8300 to rule out the possibility of a fried CPU, for whatever reason. If you can help, please make a suggestion.

That board has particularly bad reviews.. can you go get another board to test? AM3+ boards are pretty cheap now-a-days

Could be faulty pcie lane, 460 could be bad, or more could be wrong.. gonna have to test by elimination

No, it used to work, but one day, it just shuts off, and when I try to boot it up again, the lights turn on, but there's no audio or video output and the normal beep code doesn't occur. 1beep for normal startup, 8 for no video card. I don't want to have to get a new motherboard, but I fear it might be necessary. If that is the sad truth, then can somebody point me to a good am3 motherboard?
