Pc won't shut off

When i want to turn the pc on there's this hiccup everytime where it turn on for a second then turns off for like 3 seconds then turns back on no problems. When i want to shut down it will shut down completely, then 5 seconds after it will turn right back on. This is the reason once it completely shuts down i have to cut the power source, which in my opinion is a bad thing and such a pain because i don't want to have my pc on all day everyday. Have any ideas because I've tried so many things in the settings and in the BIOS. Thanks

I'd suggest that your PSU be changed as soon as possible. It's possible that your system is incurring a BSOD during shut down which is why you're system boots up again. On another note, make sure your motherboard BIOS is up to date.
