Error trying to reinstall games?

That is the problem I wont let me update to the new update patch they released on April the 1st, It keeps giving me an error saying I don't have the proper permission which I already stated I ran as adminastor or it says file might be corrupt or missing, and I have tied several times now along with other games are the same problem, seems after I uninstall a game and try to reinstall it it does this for every game I try and reinstall, So not sure how to fix the problem or what to do.

RBC_15 my drivers are all to date cleaned my cahe even turned off the firewall or anything else that could effect the install, I am running the newest up to date version of explorer and Google, If that is what you are referring to or do you mean do a reinstall of windows, If I were to reinstall windows that would basically bring me back to a clean slate would that not? Or what if I were to update to windows 10 which I can still for free will that do anything, meaning like doing a reinstall of windows if I were to upgrade to windows 10 home, The other thing if you know do any of the free or pay utilities work like for example System mechanic etc; Would that correct any problems or find them nd give e what is wrong and a solution to pick to repair if it can be, or am I doomed to reset my computer back to factory settings, I did order a new desktop custom for gaming, an MSI liquid cooled, NVidia GeForce 1070, quad core 32 mb of ram 7700 series and has a 3 tera byte hard drive, I have to ask for an optical drive if I want 1 or not, it has 4 extra expansion bays in the tower, and my son just picked e up an external cd/dvdrw burner player, brand new for a 100 bucks couldn't go wrong for that price and it isn't a generic brand, also the processor is 4.2 ghz and can be over clocked safely by the info given to me from them when I called to go over everything that I wanted in it and case size but rely enjoyed that it is liquid cooled, because I play a lot of sims that are very power hungry and also cad which sucks a lot, and I got a good deal shipped to me in about 4 weeks for$2000.00, they knocked the price down for me because I have to wait so long for them to build it, and I use my comp all the time of the day and night and pretty much is always on never shuts off, besides it going to sleep , but I asked for all the top stuff for gaming and banking etc; because I am bed ridden, for the past 7 months now with a broken back and doesn't look like any time soon I will be up, so that is the reason for my comp always running, because laying in a similar bed to the hospital I don't have really anything else to do, the dog cant talk back to me lol, and I have to have this working properly for the day to day baking I need to do to name the least besides gaming, So is there anything else that you can suggest or give a response to some of the ideas mentioned, to get this working properly, for the next month at least to get e by and would also like it working well to give to my son to take with him for school, Thank you,
