Recently i discovered that my gtx 970 was underfed like hell with my psu. So i swapped it out with another psu that i had at home, but i am not sure if this one is good enough(gtx 1080ti asus strix comming in 3 days)

Ran some heaven bench and my score was

1394
55.3 Fps

my setup:
i7-7700k@4.6Ghzboost
Gtx 970 Gigabyte
Corsair Dominator 16Gb @3000,hz

here is My power Supply's Spec:
NesteQ ASM XZero XZ-700 700W
I know its a shady ass PSU, but buying another PSU+Cable would cost me 300$(shit's expensive where i live)

Are my FPS normal? Or is my PSU Throttling me down? Or is it something else?

Your result looks right to be honest. I owned a GTX 970 before and got a slightly higher graphics score than yours (GTX 970 Xtreme Gaming), which is one of the highest-end GTX 970's on the market, with 12.200/12.400 or something along those lines. I have also used a GTX 970 Asus Strix and got a slightly lower graphics score than yours.

How does it feel in gaming?

but 2k difference in score is absoluely huge, isn't it? and remember, i have slight overclock

it feels really crappy. But i have a 4k monitor, so i think that's why. Overwatch won't do more than medium, some high settings for a constant 60 fps. Not too sure if this is supposed to be.
Tomb Raider(the old one) I also had to turn it down to high-medium to get a constant 60 fps(and turn off aa and tesselation and post processing)
