Old Dog New Tricks - E8400 won't overclock above 3.6 Ghz :??:

My rig:
CPU: E8400 dual core
Ram: ddr2 - 2x667 & 2x800 - 2gb ea.
Mobo: P5QL PRO
GPU: gtx750
PSU: not sure, at least 400w
Cooler: stock air (which i'm fine with. i'm monitoring temps and if i get into the danger zone i'll back off)

The highest i can achieve is:
FSB: 400
CPU voltage: 1.325
PCIE: 100
Multiplier / Ratio: 9
every thing else set to auto

I can't find anything that explains what my problem area is. I've seen other rigs achieve 4Ghz but i can't get stable enough to even boot above 3.6Ghz. Do you have any suggestion? I'm mostly interested in leaning about the relationship between components and I am not afraid to read, the way some posters seem to be. My problem is: I don't know where to start. I ether find info that's way over my head or not explained well. I would love to be able to understand why things do or don't work. Not just told: "set this to that and set that to this and you should be fine." Just an ol' dog trying to learn some new tricks. ugh, my cpu that is...

I'll just have to settle for 3,62Ghz. For some reason I feel defeated. Is that wired? Any way thanks for the hard truth. I'll just ride this little beast of a CPU till the wheels off then upgrade to the 6600k...along with everything else. I've taken this rig as far as it can go. Thanks to this site, I've learned a lot though. Such as, I know now where my bottle necks are. Unfortunately only money can solve those problems. Also, I now know buying all the most expensive gear isn't necessary. I just need to do more research on matching components. How's this for a near future build (any critiques would be great) :
