Windows 7 PC Blue screens and Can't repair

My pc started acting up recently with non responding programs so I reinstalled windows 7 but after doing all the main updates and resetting my pc it boots into startup repair and blue screen crashes, now I have to reinstall windows every time I use the pc and if I reset it, that crash happens, is it a hardware issue? If so o can't afford to replace this pc and need it to talk to my long distance, is there a way to fix using cmd prompt or is my pc done for? I have a feeling it's a broken CPU or corrupt hard drive but I'm unexperoenced and in need of help
 
Solution
As this is an OS issue, I would start by hooking up another HDD and doing a fresh install of the OS. If your hard drive is the culprit, we'll find out. If not, we will have to troubleshoot the other components (like the PSU - can you find out which one you have).
