GTX 1080Ti FE won't output to 1440p over HDMI 2.0 screen flashes on and off

I got a GTX 1080Ti at launch and during my initial checks found it wouldn't output at 1440p correctly, the screen flashes on for a couple of seconds then switches off for about 5-10 secs before flicking back on. When this happened the first time I was quick fingered enough to restore to defaults, it switched off, then came back on, so I hit apply, switched off again, when it came back on I was able to confirm it and the output returned to 2160p and worked fine, so I left it hoping maybe the new drivers might fix it. Importantly the windows fail safe revert countdown doesn't work when changed to 1440p, so the resolution stays at 1440p once selected.

After a week or so, no new drivers have been released so I contacted Nvidia customer support, obviously at first they suggested reinstalling drivers, preferably a clean install, which I did, but this made the problem worse. The picture still flashes on and off at 1440p as it did before, except now I can't change the resolution back because it resets the Nvidia control panel settings when the picture goes and I don't get chance to apply and confirm the setting, also the windows revert settings fail safe countdown timer didn't appear after setting to 1440p.

I've tried every configuration possible with the drivers, deleting drivers in device manger, custom, express, clean install with Nvidia experience and with exe file direct from Nvidia drivers website and nothing has made any difference, it's still stuck flashing on and off. It's defiantly the card because when I enabled extended desktop mode, both monitor (1080p) and TV (outputting at 1440p) flashed on and off, it also makes the device connected and disconnected sound effect like when the drivers are installing and uninstalling.

I am using the same setup I had before installing the new GPU as I had with my previous card, which was a 980Ti, same cable, TV settings, everything and that didn't have any problems at any resolution. I seem to be stuck in a loop with both the card and Nvidia support who just keep telling me to reinstall the drivers in different ways. Oddly I can get the card to work fine at 1080p on the HDTV using a HDMI 1.4 input connected to the HDMI GPU port, but it makes having a 1080Ti pointless if I'm only gaming at 1080p, so I'm thinking it has to be software related not hardware.

Has anyone had any experience of this type of thing happening, if you have, how did you fix it? And ultimately should I RMA it?
 
Well I don't have an answer for you but I do find it a little strange since the 1080ti will do 7680x4320@60Hz for a max res. Oddly enough maybe its coming down to a Hz issue.

I know in the NVidia control panel you can set custom resolutions and Hz, might give that a try.

Thanks for the responses, I don't think it's the refresh rate, it worked fine with the previous card, the TV supports every resolution upto 3840x 2160 (it even used to display 4096x2160) at a max of 60fps, I tried to create a custom resolution of 2560x1440 and the Nvidia control said this resolution already exists. Now you mention Hz as default it does have the 30Hz over HDMI 2.0 at 2160p but 50Hz when connected to TV's HDMI 1.4 option at 1080p and I have to manually change it to 60Hz, but it does keep that setting, or at least it used to before it got stuck flashing on and off. Meaning there may be problems with the card and TV "talking" to each other, but it's got to be the card at fault. because I've not had these problems before.

I don't have another 2160p screen to test it with and my monitor's max resolution is 1080p and works fine except when in duel screen when the TV is set to 1440p, then it flashes just like the TV. In fact the card worked fine when connected via HDMI 1.4 and did at 1080p and 2160p via HDMI 2.0 before it got stuck at 1440p.

Another thing is it makes the device connected/disconnected windows sound when the screen switches on and off, so it's not just missing frames, like a wrongly configured SLI/Crossfire system would, I've experienced that before when forcing alternating SLI in 3D global setting in Nvidia Control. Also would Hz effect the fail safe revert to previous settings countdown timer when changing resolutions?

Sorry if I wasn't clear, but I'm not using 30Hz over HDMI 2.0, as default for 2160p it's set to 30Hz, I've had to change it manually to 60Hz, suspecting I've just got a glitchy card. Going to system restore it to before I changed setting to 1440p, see if that will at least let get the GPU out of the flashing loop it's stuck in and wait till Nvidia get back to me.
