I'm choosing between this builds for a Budget Gaming Desktop to give it for my brother in his birthday.
Budget Range is 750-1000 US dollar(900-1300 Cad Dollar)

List 6 is the obvious choice. A 6600k and a 1070 beats every other PC that you have listed here.

Took one of your builds and mildly modified it. Better SSD and better case. Thermaltake cases are just low quality, doesnt matter if you get the $30 or $100 one.

Yes, its pretty balanced. Only thing to make it more balanced would to get a 7600k instead for about $20 more. Also, as suggested by @boosted1g , an boot drive would be recommended.

A GTX 1070 isn't exactly a "budget" card though, and is arguably more than what's needed to run current games at 1080p 60Hz. If you're looking to shave some money off the build, something like a GTX 1060 or RX 480 might be adequate. Remember you'll likely need a copy of Windows to go with the system, and maybe a monitor, if he doesn't have one already.
