AMD CPU Throttling with liquid cooling??

So i have an AMD FX 8370E Liquid cooled with Corsair h60 and when i stream with obs or even record and play a game such as gta 5 my cpu hits 206C then it throttles back to 1.4ghz and its only been a recent problem too i cleaned out the radiator i even got a new fan for my liquid cooler cause the stock one is junk and the problem persists Either ive done something which i havnt or this cpu is just not very good but i dont think its either of those. Any help would be great! :D

There is 100% no chance its hitting 200deg C, it would shut down before that and/or melt something. has to be a bad sensor, or maybe bad program reading it (try AMD Overdrive). I'm assuming you're not overclocking, if you are stop now, that 760G board should NEVER be overclocked on.

I agree about the possibility of a clog although strange to happen in a AIO.

Something is wrong. Don't recommend you use your computer until you figure it out or you may irreversibly damage your CPU if you haven't already.

200C, are you sure not 200F?

Is there complete contact with the CPU and Cooler?

Is the cooler pump working or actually moving liquid?
Is there actually enough liquid there?
Does the radiator feel like it's hot?
Which parts feel hot?

I can definitely hear the pump running. And ive only had the liquid cooler since july or august of 2016

It might be motherboard sensors but it might not be.

You may have clog. I'd try a stock cooler or any other heatsink to confirm its an issue with you water cooler.

Also, the front of the pump feel burning hot or just warm?
I ask because like other have mentioned it could be incorrect info from the hardware monitor. I'm just choosing to believe you because of the throttling though I've never see na CPU run that hot.
Solder starts melting around 183C...

Solution
The 7xx series chip sets were not designed with FX CPUs in mind, and as such, you should not expect a board based on an older chip set to fully implement some of the newer features such as the socket being able to deliver the increased current capacity, LLC changes are not that good on the 760G motherboards.

I have overclocked the CPU in the past and it failed i tried a few times so maybe when overclocking i messed up some sensors.

Now that makes sense. That Motherboard is very low end and shouldn't be OCed on. It is possible you did some damage at some point to either the CPU or the board.

Is there a way to see if i damaged the motherboard or cpu?
