30mbps doesen't work on windows 10 via ethernet cable

So I just upgraded from a 10mbps to 30 mbps connection. The only problem is I'm not getting the full connection on most of the devices. On the phone I ussualy get around 24mbps, on my xbox I get around 22mbps, witch for me is alright, but on my windows 10 PC I am getting about 13-17 mbps download speed. What gives? Not to mention the fact that on my PC I am using a Ethernet cable. At first I thaught that the cable was a problem because it was 4 years old but no. On the xbox with the cable I am getting around 26mbps download. And when I connect my cable into my PC with 100mbps Full Duplex on, it just doesen't want to connect. Red x flashes with the yellow exclamation mark and it doesen't want to connect. Tried with 10mbps Full/Half Duplex and it works like that. Tried with half 100mbps Duplex and it works with that but the problem is that I am getting as I said around 13-17 mbps. If someone can help me out please do :(

PS: My new router is TC7200.

Did you try a different Cat 5e cable? The existing cable may look okay but work only intermittently and/or not up to spec.

Simplify your network for testing purposes.

Turn off all devices except for your PC.

Double check all connections and network related configurations.

See if full performance is restored. If so start adding back devices one by one and monitor performance. See if slowness can be attributed to one specific device. Or if full performance occurs only when one specific device is present.
