Cpu not running at stock speed?

Good Day!

I have a intel pentium e5300 2.6ghz.

When I open the asrock oc tuner I noticed that the cpu speed is at 1200.06mhz. too low

what should I do to make it 2.6ghz?

try putting some load on the cpu (run a game, any cpu benchmark, zip a large file)
cpus will often actively reduce their clock speed when the extra speed is not needed in order to save electricity.
