PC restarting randomly even before BIOS

Hello, i recently have problem with my PC. Suddenly it restart randomly, even when im not doing anything. But sometimes it doenst restart around 1 hour, and then it will restart again and again. And after restart it keeps restarting again, even before BIOS. I already tried booting without VGA, RAM, updated BIOS, Clearing the CMOS, but the restarting keeps going on. But if i unplug the HDD it doesnt restart(just stay on please select boot HDD).

Its so frustating, i cant work properly. Im guessing its the PSU or the Motherboard. But im not sure, i afraid i bought the wrong components.

and my PC spec is :

Intel G3240 3.1ghz
Asrock H81M-VG4
Enermax Maxpro 400w
Team elite DDR3 4GB
Inno3D Nvidia GeForce GT730
WD Caviar Blue SATA 320GB

my PC age is less than a year, i think around 10 months. And the PC is just doing fine. The problem show up around 1 month ago

could anyone please help me figure out which component is causing the problem...

Sorry i forgot to describe it. I think is less than a year. Around 10 months already the pc is doing fine. But i got this problem around 1 month ago

no there nothing else plug in. If i freshly start my PC it can go into the windows, but if its started to restart, it will keeps restarting over and over again like in the video i put, and i need to turn off the power, and start the pc again, sometimes it keeps restarting again, sometimes it goes to windows, but the restarting randomly terror will keep going on...

i have another HDD on other PC , if i just plug in my other HDD to this Error PC , will it mess up the HDD when i put back on to the origin PC?

Yes, i already did that. And was thinking is the PSU. but if the PSU fail, l think it will not power up at all isn't?
 


Not sure what to make of that. If you had left it at "they are fine", I would have figured they're fine. Do you know what your temps are like?

im sorry, i mean the temperature are fine. the room temperature is around 25 degrees celcius. and the CPU degrees are around 35 degrees celcius.

if it is the HDD malfunction, i cant open the file in the HDD right? if the PC running normal(not restarting) i can open all the programs and the files in the HDD, no problem. But 1 time i try to unplug the HDD, and then i run windows 8.1 on the USB drive. it doenst restart, although i only test it for couple minutes.
