GPU usage going up and down rapidly

I have an AMD R9 380X, 16GB of RAM and an AMD Athlon X4 860k @4GHz.
Whilst playing evrey game my GPU usage is all over the place. It is just going from 100% to 0% rapidly in game, is this affecting performance or just a bug. I have updated all of my drivers to the latest ones and i am on a 1080p monitor. It is not a temperature problem as my GPU is currently at 40C.

well I couldn't say. You'd have to be the one to tell us if it is affecting your performance? Do you see frame rates drop during this spasm?

Sadly I don't know if this is what an AMD card is supposed to do.
