Help Upgrading Desktop

Hello Everyone,

I purchased from BestBuy.ca 2013 - ASUS M51AC-US004S Pre-installed System.
Intel Core i7-4770 3.4GHz
64 bit Quad-Core Processor
16GB DDR3 1600
1TB HHD
NVIDIA Geforce GT 620 2GB GDDR3
Intel H87
Power Supply 320W

Recently (2016) I have upgraded power supply to 650W, installed brand new EVGA NVIDIA GTX 1080 SC card, and purchased an ASUS 4k 28" monitor. My intent with these upgrades was to support purchase of Oculus Rift VR which was very successful. I just purchased (2017) a brand new case, 525GB Crucial SSD, and Corsair Water Cooling H80i system. It felt like with all my VR upgrades that I am putting a high performance engine into an old beater car. Had to keep going Ha Ha. Now I have turned to my RAM which brings me to my needing assistance.

I currently have 2x 8GB DDR3 @ 798Mhz RAM installed Dual channel with up to 32GB max supported. Nothing special as it came all pre-installed from factory. I have run a few various system scans and I am going to attempt my best to portray the information to give everyone the best possible picture.

CAS is 11 clocks
Cycle Time is 28 clocks
NB Frequency jumps around from 798Mhz to 1200Mhz and 3300Mhz. These are not perfect numbers just roughly rounded and only lasts a few seconds before jumping back. I have seen something about 1600Mhz when is comes to my installed RAM, though I can't remember where now or what relation it has. Max Clock speed maybe?

1) I want to get "better" RAM but I am stuck. If I already have 16GB DDR3 RAM installed, yes CAS could be better around 9 or 10 but what or how can I get better? Without upgrading to 32GB directly. I also am unsure of my max speeds to ensure new RAM will "work".
2) This now leads me to upgrading MB. Upgrading will allow me utilize DDR4 technology, plus new tech is always more exciting. I believe I have the basic understand to smartly pick out a new MB but any suggestions would definitely help me out.

I try my hardest to scour the internet researching before asking for help, as I like to learn and do things myself. I have reached about the limit of my understanding so thank you all for your input.

DDR=Dual Data Rate so any number you get off CPU-Z should be doubled meaning, 798x2=1596MHz~1600MHz.

Sadly your prebuilt system came bundled with an H87 board which when paired with the i7-4770(non K) means that the effective memory speeds you can reach out of the box is 1600MHz.

So if anything you're logically going to need to source lower latency ram that are clocked at 1600MHz and they ideally should be CL9.

Changing the motherbaord would be moot unless you somehow managed to get DDR4 to work with that Haswell processor part. If you go for DDR4 you're going to have to change the entire platform, i.e processor as well which will see you go in excess of 500USD.

Mind sharing the PSU's make and model?

You might also want to draw the line with upgrading what seems to be enough resources spent to actually buy a brand new system and build it with much more oomph out of the box.

PSU is the Corsair CS650W 80 Plus Gold certified.

By essentially getting new case, new graphics card, better power supply, water cooling (optional), and so on I came to believe I have basically built my own pc from the ground up. I think I understand now by purchasing newer MB, I also need to upgrade CPU as you said. the i7-6700 or similar which supports the newer DDR4 technology. Yes I do see these running around $500CDN.

Hmm definitely worth thinking about. I mean my pc doesn't run horrible by any means and I am quite happy with it, I suppose while doing minor other upgrades it made sense to look into these other components.
