That cpu, though being a bit older, should still be fine. Must be something else eating your cpu power.
But if you really want to upgrade you could get the new ryzen 5 1600x, 6 core 12 threads. It will be a decent upgrade from your cpu.

For loading a webpage it goes to 100%? That's not right, something's off. I suggest doing a virus scan with malwarebytes.

I have a 3820 overclocked to 4.3ghz through multiplier with most of the settings at stock cept turbo boost disabled. I have no idea why your machine is eating up your cpu because even when I downclock it back to stock I never see this kind of behavior and I am running 2 screens with multitasking (web browsing whilst gaming, etc...) I think you should do a clean install and/or clean your coolers/case interior.
