Hello , I curently have an i5-6600k and a gtx 1070 in original state , but when i play ghost recon wildlands my CPU goes to lets say between 60-70% usage and my GPU jumps all the way up to 99% .. so my question is , is this a good or a bad thing ? is something bottlenecking my CPU ? or is it supposed to be lower then GPU ? average temprature is 70 degrees , thanks for whoever can help me with this cause i dont want to break my pc lol

Why would you think the cpu is bottlenecked; its barely even working up a sweat to max out the GPU. 
It means that you can go UP in GPU power without the CPU bottlenecking it. Its a good thing.

thanks for answering , so , does that mean there is no problem at all with my CPU or GPU ? ^^
6600k will bottleneck a 1070 at 1080p(at times) but at 1440p youlld be fine for a while. either way you want gpu usage to be 99% unless you are limiting the fps with a limiter or vsync and it simply doesnt need to work that hard.
