I would use the LEPA fans. The Scythe fans are only rated to 30000 hours, which is quite low for a CPU fan.

It's probably due to differences in the velocity profile.
Basically, the air coming off of the fan doesn't flow in a cylindrical shape. It comes out more as a conical shape, spreading out as it moves forward.
The angle of the cone is due to fan blade geometry, and a narrower angle works best as push. The wider the angles are mostly seen on flow optimized fans, and will perform poorly in push, but quite well in pull.
