CPU has up to 99% utilization during gaming on GTX 980

specs: i7-4790K / MB: MSI Z97 Gaming 5 / 16 GB RAM / GTX 980 / 212 EVO
Nvidia driver 381.65 (6-4-17)
OS: Windows 10 (64 bit)
CPU utilization: 99%
GPU utilization: 99%

CPU temp: 65C (tested during gaming with HWMonitor)
GPU temp: 65C (tested during gaming with HWMonitor)

A friend of mine has this problem and I don't know what's causing it. When he built 1080p gaming rig three years ago, everything was fine. Then one year ago, he upgraded to 1440p gaming, and his CPU utilization consistently jumped to 99% while gaming. When he downgraded to back to 1080p, the issue remained.

Suggestions or ideas?

Remove XBOX DVR from windows. some people has reported problem with this before
Open task manager. End task that you dont need.

I had same problem. got stuttering in games cuz of high cpu and it made me get low fps.
Started to end 1 and 1 task. ALT+TAB out game, end 1 task. went back in. I did this until I found the one that made the cpu go high.
Now mine is all good.
I would check to make sure the CPU's core clock is not dipping below what it should be. If it is then this indicates throttling, what is causing the throttling would be the next thing to look for.

The other thing to check for is any other applications or background processes that are eating up CPU usage.

If all else fails, it never hurts to do a clean OS install every now and again.
