Okay i'm getting my brother a PC for streaming i'm wondering if someone could help me find a low budget probably 700$-800$ range. He would most likely be streaming from his Xbox so that mean he needs an elgoto? or something I don't really know what goes into a streaming PC but i'm sure he'll need all the mics and capturing device please just add what he'll need he has nothing but a xbox one. Also for the 700$ budget im just looking at the pc it self so dont add in the prices on the mic and capturing device please.

Okay that's great, and honestly , at least in that budget I would really recommend you/him to not buy a capture card. It really costs a fortune and Nvidia Shadowplay will do your job for free, and it only eats like 3-5 FPS.
Anyways here's a build with a powerful i5 7500 which will allow you to stream pretty smoothly and a fast 2666 mhz 16 gigs of RAM with a GTX 1060 6g, I've also included a 120 GB ssd which will allow you to store your Windows and a few games to improve boot and loading times.
