I want to upgrade my computer. GPU OR CPU? Or SSD?

I have a 1tb HDD, 8gb ram, r9 290, i5 4950.

I played warhammer total war recently and it takes me like 5 minutes to load into a battle. Absolutely unplayable.

I also wanted to hold off on playing witcher 3 till I can get 60 fps at max settings.

Should I get an SSD? Or upgrade my R9 290 to a GTX 1070? Or get an i7 cpu, and which one?

ALSO, if I sell my r9 290, what is a reasonable price? How about my i5 4950?

Well an SSD would help with your load time issues and you can get a 250GB for fairly cheapish which would be a good idea.
However, your GPU to a GTX 1070 would probably be enough for Witcher 3 @ Max 60 FPS since i can do that on a slightly weaker card but with an i7 mind you and in cities and towns that came can be pretty intense on the CPU so it might bottleneck slightly but it's in no way a weak CPU, it's pretty fair for Gaming. I would suggest you try grab a 250GB or so SSD for fairly cheap and upgrade the GPU to a GTX 1060 6GB or RX 480 8GB since they are enough for 1080p 60 FPS High/Ultra, Witcher 3 should be close to maxed on them without HairWorks mind you lol. Upgrade your CPU to an i7-4770/4790 only if you see one for cheap...

Use MSI Afterburner to monitor CPU and GPU usage while you play your games. Is either one at or near 100% while the other one is lower? If your 290 is the one at 100% all the time but your CPU is not, that hints that you could use a better videocard. If your CPU is maxed out but your 290 is not, that means a better card won't help you.

You should get an SSD either way, since speeding up load times is the essence of what SSDs do for you. Get one large enough to hold the OS and the games you expect to currently play.
