Bad ram or motherboard?

B 150 msi mother board
Vengence 2x8 ram
So i built my first pc couple weeks ago but when i turned it on it powered up however no video displayed.
After some google searches i began trying one stick of ram at a time and depending on where it was in the pc would either begin turning on and off constantly or stay on but still display nothing
So i took it to a pc store where they tested the battery after some time and it turned out it was only pushing out 12 v so i got a new
The msi board has a light indicator that either stays blinking on dram or swaps between cpu and dram but never does it only blink on cpu
This is my first try doing something like this and im not sure what to do i'll take any advice i can get

Hello... any time you change hardware or Ram to the MB you need to clear/reset/save the CMOS data... after battery removal and proper CMOS reset, place your two RAM sticks in the position for the next Boot... and the MB will try setting communications to them.

take your time here and be slow and careful to your MB... look in your MB manual/Pdf for pictures and location of the pins. B )
1) un-plug PS from wall.
2) remove MB battery
3) place jumper pins/switch on MB to clear the capacitors... for ~3 mins
4) remove Jumper/switch
5) re-install battery

Look in your manual for the correct RAM slots you want to use/test for "Dual channel" operation with this MB.

6) re-move and re-seat your RAM sticks into the MB for the DUAL channel...

This is the first time but the probelm repeats when i try a computer monitor as well also i just tested a couple more things and i have a bit of an update

Anytime i only stick ram on the second slot the comouter begins turning on and off constantly
