problems with I/O panel

I am building a custom gaming pc... And last month i wanted to build myself my first gaming PC. Today i got all of the parts for the PC to be working (CPU, PSU, HDD, MOBO, RAM, CASE, KEYBOARD AND MOUSE). I correctly connected all the cables that i could to the right parts. But neither monitor,keyboard or mouse would work from the I/O panels front and back..

these are all the parts that I am using for my build:
- MSI Z170A-G45 Gaming S1151 ATX Intel Motherboard
- Intel BX80677I37300 Core i3-7300 4.00 GHz CPU - Black
- CORSAIR VENGEANCE LPX 4GB DDR4-2666Ghz Ram stick
- Cooler Master B Series B500 ver.2 PSU "RS500-ACABB1-UK, 500w, 80plus White, 85%
efficiency
- WD Blue 1TB Desktop Hard Disk Drive - 7200 RPM SATA 6 Gb/s 64MB Cache 3.5 Inch
- Corsair CC-9011075-WW Carbide Series 100R Windowed Mid-Tower ATX Computer Case -

- Corsair CH-9000223-UK K40 Multi-Colour Backlit Gaming Keyboard, Black
- TeckNet RAPTOR Pro Programmable Gaming Mouse, 8 Buttons, 7000DPI, 1000Hz Return
Rate, Fire Power Button.
- DVI-D 24+1 Pin Full Dual Link Monitor Lead (3 meters long)
- LG 37 inch TV ( very old year 2006 model , only supports VGA and DVI-D ports to connect to
PCs)

Now the front and back I/O panels work, and i know that because the LEDs on the Ethernet socket work and i tried to connect my phone to check if it charged it.
but when i plug in the keyboard, mouse and monitor they are not detected and i think no electricity is transferred to them because the mouse and the keyboard have LEDs that should light up bu don't when i plug them in this PC.

i hope i gave you all the information you would need to help me.

Because you got the 7th gen i3, and you need the 200-Series chipset MB, or the 100-Series chipset MB with the newer BIOS.
So you should return the Z170, get the H270 or B250, or Z270 for the non-K 7th gen i3. If you have to keep the Z170, then ask local PC shop for updating the BIOS for you.

yeah but should it not still show the any sign of ''life'' even if i don't upgrade the bios?
also when i plug the DVI-D cable in and move it around on ht emonitor i can see some white lines.

So i went to a PC repair shop and as soon as i told them that the monitor wasn't picking up any signal they they said that it was an issue withe the power supply so they tried other power supplies but nothing changed meaning that my PSU was perfectly fine and that the problem was something else.
Finally they found out that the CPU wasn't "kicking off" and they told me that i should either change motherboard or CPU.
So as you said the problem was the CPU and the incompatibility with the chipset. what i decided to do is that i am going to update the BIOS and keep the same processor.
