Compare CPU of nMac Pro to PC to decide which one to buy?

Hi there,
So with the price drop (no upgarde) I'm deciding if I should buy the trash can. I'm a traveler so I consider only laptop PC and trashcan, desktop PC or Mac tower is too big for me to travel with.
I'm a heavily CPU user , GPU is not much my care.

I can get a 7700K CPU laptop PC at around $2500 , or a $2999 nMP with E5-1650 v2, the score at PassMark benchmark is very very close.
But isn't the 7700 K the newest while E5-1650 V2 very very old (goes back to 2013???)

Which one is more powerful for heavy CPU usage?

There's a chance that the 4th Gen CPU had been developed the most, and thus took more time, meaning less gens, whereas the i7 was rushed and released from 6th gen straight to 7th gen. Not too sure, though.

Maybe I got a little confused. I'm a heavy CPU user, not much about GPU.

I can get a $3799 nMP with E5-1680 v2
or
I can get a HP desktop workstation with E5-2630 v4 at a 15% higher price.

HOWEVER:
E5-1680 v2 is marked over 17000 score while E5-2630v4 is marked only 14000 score at

So the $3799 is better/faster machine than the HP one, even though the HP one is actually more expensive?

Isn't the E5-1680 v2 a very very old CPU goes back to 2012, while E5-2630 v4 is very new? Which one is more powerful?
