Asrock Z170 Pro4S
GIGABYTE GA-H170M-DS3H
GIGABYTE GA-B250M-D3H
Asrock B250M Pro4.
All are at same price range of 7500/-INR.

CPU- I5 7400
GPU- ZOTAC GEFORCE GTX1060 6gb AMP EDITION
Memory- 8gb (later upgradable to 16gb)

So which board should I be choosing.
What is the best cpu(i5) and memory for that and what should be the array/frequency of the memory stick.
And it's it extremely necessity to have a 2400 mhz stick or even lower ones will work.
As the lower motherboard are cheaper and the budget is pretty tight

Solution
GIGABYTE GA-H170M-DS3H will not be the solution since it will require a BIOS flash to run on 7th Gen Cores.
GIGABYTE GA-B250M-D3H and AsRock B250M Pro4 have ( very ) similar specs, nothing different much, really.
If you're happier with the color white, go for the AsRock.
They're all compatible with your other components.
About the RAM, you can run DDR4 RAM speeds up to 2400Mhz, which is 2133Mhz and 2400Mhz RAM. So you can go with 2133Mhz but can't go any higher than 2400Mhz.
i5-7400 is good, no questions asked. Your GTX 1060 might fit well with the AsRock better because it has a White/Silver-ish color, not really a performance issue, just for decoration.

If you'd kindly provide me the PSU and case, I'd put this build on my PcPartPicker...

Solution
If you have no intention to ever overclock (and with your chosen CPU, it isn't really possible), the Z170 board may be overkill... The H170 and Z170 boards might need a BIOS update to function. That leaves the B250 boards. Personally I have a preference for Gigabyte myself. Comparing basic features, the two B250 boards are fairly well matched though and in some places the ASRock board is slightly higher rated.

Now, as to your budget concerns, I would have to go with the ASRock B250M Pro4. The I5-7400 will be a good match. As to RAM.... well, RAM is RAM is RAM.... just grab the cheapest, especially since an upgrade later, to ensure 100% compatibility, would require replacing what you got anyway (You can try to just add RAM, but no guarantee they will play nice with each other and the MoBo,) If 2400 is cheaper, go for it, it 2133 is cheaper, go for it. If perchance you find faster than that cheaper, well, it will work fine at 2133, and you just *might* be able to bump it to 2400.
