My PC keeps restarting on its own

I've a very old PC but it was running quite fine but from few days it keeps turning off and then starting again it doesn't shuts down but it turns off. I've cleaned it and changed the CMOS cell but it was useless. I changed the plug it didn't happened for a day but now it is happening again but this time it turns off and then the power light keeps turning off and on and it doesn't starts. I tried it on a different plug it is running now. Can someone please tell me what the issue is?
(PS: Sorry for my bad English I'm not a native English speaker)

My guess would be the PSU dying: the first thing that usually fails is the 5VSB circuit and when that goes bad, many weird power-on/off behaviors happen. If you have a generic PSU or a very old PSU, get a new good quality unit like a 520W Seasonc S12-II and see if that fixes your problem.
