I would assume that some of your memory is assigned to your onboard GPU (necessary if you're using it, not so much if you've got a discreet GPU).
In your BIOs, you should be able to increase/reduce the memory reserved for your onboard GPU (if applicable).

Can you post your specs? Without knowing which board you have, it's impossible to try to walk you through.
There's likely other potential causes too, but the onboard memory is th first that came to me (I think on most boards it maxes out ~2GB which would make sense)
