Stuttering across all games.

Please, no one so far has been able to fix my issue. Happens on GTA5 Sometimes and DayZ, h1z1 and also PLAYERUNKNOWN BATTLEGROUNDS. I've had the stuttering issue when before I upgraded my CPU to an i7. I even reformatted my PC and reinstalled all the drivers to the latest. I've been monitoring my PC and everytime I lag my CPU usage and GPU usage goes down to 0 and then keep jumping from there. There are people out there with specs lower than mines but they are able to to run games smoothly. So can you guys please give me a solution to this issue? I've been having this problem for a while, all I want to do is just play my games smoothly.
 
Download and install https://www.msi.com/page/afterburner if you don't already have it. Click gear(settings). Click Monitoring. Select CPU (not single core)usage and click on show in OSD, which is further down that window. I would select CPU+GPU usage, system memory(aka VRAM), RAM usageand CPU and GPU temperature.

I think your VRAM is too low for your settings including your in-game settings and screen resolution. That is the main resource you should be watching as you play.

shows what my PC was using. I was using over 2.7GB of VRAM. That's with an older game too.

Well my VRAM stays around 1900 when play GTA5. Whenever I do start spiking my V-RAM stays the same. There are people with the same graphics card as me that can run alot of games smoothly. I mean the 960 isn't a very powerful card but surely it should be able to handle a-lot of new games.

I've literally set all the graphics settings to rock bottom Very Low on literally EVERY game. It's been almost 7months now and summer is coming up aswell.

Could this be it cause It feels like I've already spent alot of money in this rig, cause this guy: https://www.youtube.com/watch?v=X2iIsv_PSUI&t=415s

has worse specs than me and he's running it fine on 8GB Single stick RAM. Is there a software where I can diagnose any hardware faults?

At first i really responded on that picture,only later looked at the video and thought this might be more of an internet connection issue.
What kind of connection? cable or wifi ? Have the latest lan drivers for the motherboard? Get the full speeds that your provider gives you?

I have reset the Router and I have a decent connection. It's not really internet lag, it's mostly FPS lag.

You can check cpu and gpu temps,or how they are used (%).
You can check voltages as well.
If you use fraps will the fps be shown as well.

You can even make a log to go through later on,

download hwinfo32,
install and open it,
check "sensors-only",
click "run",
at the bottom of the window click "logging start",
choose a name and place for the log like "hwinfolog" at the "desktop",
this log can be viewed/opened with either excel from Microsoft or libre office calc.
