CPU underclocking a lot, should be at 4ghz but it is at 1.4ghz

My cpu is always at 1.4 ghz, when I benchmark, stress test. I have disabled cool and quiet and i have put it on high performance. Whenever i try to overclock it on Overdrive it doesnt make any difference, the target speed changes but the current speed doesnt.

The specs are:

amd FX-8370 Octa core
Gigabyte 970a-ds3p motherboard
GTX1070
16gb RAM
corsair 550W psu

Make sure you have the latest BIOS. From Gigabyte's web site that appears to be F2j.

If that doesn't help pull the side cover off and see if it speeds up any. If so, you have a cooling problem. That's a 125 TDP processor so it's going to need a lot of cooling and a lot of air flow when it's running all 8 cores.

If neither of those help, contact Gigabyte and ask for a new mobo.

I have the latest bios version, and the thermal margins are around 50 degrees celsius, so I think ill contact gigabyte if there isn't anything else.
