MSI 970a-G46 flashes blue leds, wont power on

I was woken up by my daughter this morning by her screaming the computer was off. I went out and noticed that the power led on my case was flashing like it was in standby. I push the button to power it back up and nothing. So I try a hard shut down by holding the button, and nothing. I end up having to turn the power supply off by the switch. I flip it back over for power and push the power button and nothing happens except one of my fans twitch and the 4 blue leds flash. I pull the sides off and see if something shorted out by chance and notice there is no burnt smell. So I unplug the psu and get it tested and it passes. Come back home and set it back up and still does the same thing. I've pulled the ram out, pulled everything out. Pulled the cmos battery out and let it sit for about 15 mins. Plug the battery back in and then hooked everything back up and it still does the same thing.

So is my MB toast, or do you still think its a PSU issue?

Only thing I can think of is the MB took a crap overnight.
