Turning on pc without CPU and GPU, should it cycle power?

I am trying to find out why my pc have power cycle ( turn on off in random time, sometimes get to bios recover and shut down and sometimes in 1-5 sec and sometimes immidiately ).

I dont have anyone that has same socket (1155) CPU or motherboard, so i need to make sure that this is not CPU fault before replacing my motherboard.

What should happen if i only plug PSU to mother board with NO CPU and NO RAM ? Should it cycle power off/on or it should work and do some error?

How can i make sure that my CPU is not the problem?
ps. no visual defects on motherboard or cpu.
PSU is fine, tested with other 2 PSUs and had same problem.

its Gigabyte GA-z77m-d3h and its not getting to bios recovery all the time, maybe once in 5-6 cycles of every from 1sec to 5 sec on of cycles. and even when it gets there it shuts down and the cycle continues.

I just noticed that mouse that connected to the pc blinked 3 times in a row and sometimes blinks once etc... Okay so its not the CPU, could it also mean that its not motherboard coz the pc is off and the mouse blinking???
