can you tell me the best combo quad core or better with hyperthreading under $100 or around, for encoding video and multitasking no matter how old.

Solution
My suggestion is that you just wait things out for a bit. Get more of a budget on your hands. Like Chug said earlier, grabbing used parts isn't necessarily ideal. I could work miracles for gaming rigs, but video rendering and photoshopping is another story. Even scrounging for a micro/mini ATX board, you're not going to find the new budget CPU to cover the processing power you need to crunch pixels. I stand by the earlier statement of checking out Ryzen 5. I myself have a 6700k, so don't think I'm pushing a product on you. I'm just trying to help you find something reasonable to meet your goal. :D

MERGED QUESTION
Question from alexsat : "budget cpu for encoding video and multitasking"

pointless why?
(the best cpu for encoding video and multitasking under $100 don't care about motherboard price, neither HOW OLD could be the cpu just a straight answer) how hard could be to say i don't know.

Merged threads of the same topic. There's also these others that are the same problem but different topics means we won't merge them.

Instead of making all these threads about the same situation, you could provide more info and get better answers. You're just making it worse for yourself when you spread all this info in different places.

What components do you already have so don't need? Total budget seems to be $130 for both cpu+mobo but I want to make sure that's all you need.

When used parts are involved it complicates things. Deals come and go and change even within a single day. It's all about what you can find. But from usual prices, you're looking at 2nd-3rd gen i series.
