Video card and RAM upgrades

Hi guys, I'm looking to upgrade my video card and perhaps memory also. I'm trying to get the most bang for my buck here. I'm looking to spend around $400 for the video card. Do I even need to upgrade my RAM? Here is my current build:

CPU: Intel Core i5-4690K 3.5GHz Quad-Core Processor
CPU Cooler: RAIJINTEK THEMIS 65.7 CFM Sleeve Bearing CPU Cooler
Motherboard: ASRock Fatal1ty Z97X Killer ATX LGA1150 Motherboard
Memory: G.Skill Sniper Series 8GB (2 x 4GB) DDR3-2133 Memory
Video Card: MSI GeForce GTX 970 4GB Twin Frozr V Video Card

Case: Enermax OSTROG ATX Mid Tower Case
Power Supply: EVGA 750W 80+ Bronze Certified Semi-Modular ATX Power Supply

For Gaming i would suggest grabbing 16GB but you already have a good DDR3 kit so just try pickup another of that kit to run 4x4GB (16GB) and that should be all set. I've only recently moved to 16GB and it has helped some games have more headroom such as Star Citizen, Witcher 3, ARK Survival, etc which use above 8GB from my experience. As for the GPU, the best you can get within around $400 is a GTX 1070, i recommend any of these 4 variants: (I'd personally grab the EVGA FTW).
