Is it normal for my bus frequency to be 200?

So ive been messing around with my second PC and ive found something a bit off when i was overclocking. I saw that the stock bus frequency was 200. And i noticed that when i turned it down to 100 my ram was only running at 933mhz instead of 1866 (max supported frequency is 1866 for my motherboard). And this is strange because it makes my ram is running at 1878mhz and my cpu clockspeeds a bit higher than it should, i.e 4500mhz = 4515mhz. Is it normal for FX CPUs and Motherboards to run like this?

ASUS Sabertooth 990FX R2.0
FX 8320
Hyper Savage 2400mhz

Looking online, the 8320 has a bus speed of 200mhz in CPU-Z. Perfectly normal.
