CPU at 60 Degrees in idle / 80 Gaming

I got a pretty old PC (around 3 years) with an I5 4670 (not K), so these last few weeks my temps were pretty high: around 75 while gaming, I still got the stock cooler on it since I didn't see any spike in temperature until recently so I decided to reapply some thermal paste but it's the same (50-60 in idle and 80 in games like GTA 5 or Rainbow Six. In a week or two I plan on getting a new cooler so my question is: are these temps safe for a few weeks ? Will it damage my CPU in any way ? BTW: sometimes in GTA 5 it reaches 99 degrees and the fan starts throttling until it reaches 75-80 degrees again, is this normal ?
 


You shouldn't be reaching 99c. Are you sure all the pushpins are clipped down? heatsink cleaned of dust?

If your case has a motherboard cutout make sure all pins are pushed down.
