The new drive I put in shows up in disk manager fine but does allow me to do anything at all with it. The drive is not an SSD. Windows 10( x32) is partitioning it for me and doesn't give me any options to alter how it is. I have tried using Seagates disk wizard to forcefully change it and make one large partition or even split it into two so I could give the drive a letter but no luck. Nothing I do is changing a thing and I looked things up online and nothing is helping. Here is some pictures of when I right click on the drive.

Solution
Note your 3 TB HDD is a "GPT Protective Partition" disk. You have to remove that designation from the drive by using the "clean" command in the Diskpart utility. I assume you know nothing about Diskpart so do a Google search on "using the clean command of Diskpart". Once the disk is "cleaned", you will use Diskpart's "convert gpt" command. Disk Management will now report the disk as a "straight" GPT disk.

If, after the drive is "cleaned", you could also use Disk Management to initialize the drive with the GPT-partitioning scheme so that the entire disk-space capacity of the 3 TB disk can be used by the OS; then partition & format the drive to your heart's content.
