PC Problems While Gaming

ok...to start off i have been trying to figure out what the problem is for about 2years now with no luck nothing worked. googled it hell yea i did that alot but if the person had the problem i was having and the same setup i have so yea i found a few of the hundreds ive looked up didnt help. I have tested and tested and freakin tested to the best of my ability with no luck of a fix its just way out of my league im not that advanced into PCs and i dont know whats wrong so im coming here for help

ok here are my specs and my problem and what i seen it do while the problem is happening and the fixes ive tried and the games i get this SAME problem on them in that order

SPECS:
OS: Windows 7 Pro
Motherboard: B150M Mortar MSI (MB has USB 3.1) Sill New
CPU: i7 6700K Intel quad core (arctic Silver 5 thermal paste) Still New
Graphics Card: MSI 970 Geforce used from ebay seller said he barley used it
Hard Drive: 525gb Crucial SSD almost filled completely up (100gb left) bran new
RAM: G-Skill its DDR4 2133 16 gig stick just 1 of them Still New
Sound Card : Realtek built in the MB
Internet is wired to the MB to my DSL box Ethernet cord used
mouse is wireless Logitech and keyboard is wired TT Posiden used
Power Supply: 750 watt thermatake Gold bran new
screen: 47 inch Samsung TV LCD 1080p hooked up to gpu by HDMI port
Plz let me know if i missed something because im about to pull my hair out and set pc on fire and shoot it the middle finger as it burns lol

i had a crappier pc that did the same exact thing on one of the games i played

Problem:
this is a pure gaming pc just so i mentioned it. when i play a game that does this its always the same. after 20-30-40 minutes of gaming sound starts to hitch crack slightly and lag and gets worse as i play till it craws where i can barley exit the game. its been so bad where it was doing it on my desktop. restarting fixes it but happens again with the same problem when i play that game.
it does not do this in browsing the internet Firefox or Internet Explorer. it does not do this with any other program that ive came across.
it has done this after exiting the game and opening firefox and it does it and seems to slowly start to not lag anymore and i mean slowly.

this is what it does when the problem is happening:
looking at Resource Monitor CPU spikes to 98 100% doesnt stay there long but it spikes up 40-50 C. SSD lights up does some crazy stuff. graphics cards seems to slow down on msi afterburner not 50-60 C

Fixes ive done:
omfg the fiixes ive tried... thought it was page filing issue so i had the HDD i use to have as my second one so i set the page filing to my second HDD 25 gigs seemed to help gained 20-30 more minutes of gameplay before it started again (i know about setting almost double your ram as page filling). dragon age inquisition is when i really dived in and tried to get it working. people on threads said something about underclocking your GPU but i never tried it because i quit playing it for the same problem i was having kept coming back. Bioware messed there game up seen that over and over and over they butchered DAI but the people having problems were similar to mu own no fix worked. a bunch of Nvidia tweaks to the game .exe. thought it was a issue on my built in sound card updated drivers and a few tweaks to the sound playback properties. thought it was Nortan antivirus which i found out how much its a performance hog removing it and put Microsoft Essentials on it. and a bunch more little things trying to pin down the problem to no luck just to many to note.

the games that cause this problem:
Xcom 2
Dragon Age Inquisition (didnt do it on other pc before performance updates)
State of Decay YOSE (did not do it on other pc)
Spec-Ops The Line
Tomb Raider A Survivor is born (does not do it on the second one plays flawlessly on ultra)
Mass Effect Andromeda (very very mad about this ready to set it on fire cuz it just came out)

also to note i have fallout 4 with over 100 some mods most are texture mods play pretty good on on ultra 4k texture mods.

from what ive read on other threads players have problems with some of the games ive mentioned and most were solved. so i have pinned it down that i know some of the games have bad programing but it still should be playable or they would lose sales the problem is with my pc not the games to a point

also all the games i mentioned i did google my problem most had similar problems but not the exact same thing didnt work

I have tried to fix what ever it is on my own its just way out of my league need expert help to figure out what is causing this lag/slow downs. it cant be all the game because it would be doing this for everyone who played it not just me.

OS: windows 7 pro
MB: asus M4A87TD Evo
CPU: amd phenom II 1090T
GPU: GeForce gtx 760
RAM: crucial ballistix tracer DD3 1333
PSU: 850 thermaltake bronze
hard drive: HDD 500 gb WD
realtek sound card was built in
mouse and keyboard was the same
