"Ethernet" doesn't have a valid IP adress

So after a short power outage (just in the sleep out where my PC is, not inside where the modem and router are) I turned my PC back on and the internet was no longer working. It shows the connected icon with the small yellow triangle over it.
When I go trouble shoot connection most of the time it comes up with "Ethernet" doesn't have a valid IP configuration, other times it comes up with unable to identify the problem.
I'm using a 50m Ethernet cable for wired internet down in the sleep out.
Using windows 10
I've tried just about everything:

Bringing the PC inside and using a different cable

Resetting the router

Uninstalling and reinstalling the driver for the internet

Using a different port in the router

Going into admin cmd and using the command: netsh winsock reset catalog, ipcconfig/release, ipconfig /renew

Manually changing the IP address(although I'm not sure I did this correctly)

My phone also no longer connects to my tp-link power line adapter that I use for WiFi. Often coming up with IP configuration error.

I have absolutely no clue where to go from here. If you need more info just ask.

Thanks for the quick answer, the model number is HG659 and its a huawei router

 
I've got the same piece of junk here lol. Look under the adapters properties under ipv4 is it on auto??

If it is it maybe dead if you had an outage

Log into the modem 192.168.1.1

Then go to home network / lan interface/ dhcp server. See if it's ticked

I've rest the modem before and it didn't work and I also got my internet working on a completely different connection
