Gpu usage fluctuates or dips in games

First of All my specs

Motherboard: Asus Rock Z270 Killer SLI/ac

Cpu: Intel i7 6700k 4ghz

Gpu: Xfx Rx 480 8gb edition

Ram: G.SKILL Aegis 16GB (2 x 8GB) 288-Pin DDR4 SDRAM DDR4 2133 (PC4 17000) Intel Z170 Platform / Intel X99 Platform Desktop Memory Model F4-2133C15D-16GIS

Cpu cooler: Noctua NH-d15

OS: Windows 8.1

Power Supply: Azza 800w Alpha (was purchased with a prebuilt pc back in 2013)

Recently I upgraded my CPU, Motherboard, RAM, and GPU due to overheating problems and ever since I've gotten the new parts installed any recent game I've tried playing the game runs fine for a minute and then the GPU usage will drop pretty sharply for a random amount of time, sometimes it's only 5 seconds sometimes it lasts for around 30 seconds. The game It happens the most is on For Honor and regardless of the settings low or extreme I get the exact same drop.

Things I've tried.

-Replacing the motherboard (used to be Asus z170 AR)
-Installing a new version of windows 8.1 with a backup of my drives
-Installing a new version of windows 8.1 without restoring my drive.
-Swapping the current GPU with my older GPU Sapphire R9 270x that used to run for honor fine before the upgrade, but after the upgrades the gpu suffers from the same random drops

I know for a fact it's not temperature related as my gpu has never gone above 80c and my cpu has never seen more than 70c either. I've also attached some graphs so you can see the what kind of drop I'm having.
